Quebec Government Invests $12 Million in Domtar's Windsor Plant Modernization

The Quebec government has announced a $12 million investment to support the modernization of Domtar's pulp and paper mill located in Windsor, Eastern Townships.

This contribution is part of a larger $56.4 million project aimed at strengthening the company's competitiveness in the international market.

Minister Delegate for the Economy, Christopher Skeete, and Richmond MNA André Bachand made this announcement during a visit to the plant on November 12, 2024. The modernization project primarily includes the transformation and upgrading of two paper machines as well as the modernization of the palletizing center.

Stéphane Palin, Production Manager at the Windsor plant, indicated that the first phase of the work has already been completed. It has improved the quality of the paper produced and increased productivity.

Alain Bourdages, Vice President of Energy, Optimization and Business Development at Domtar, emphasized the importance of this investment in maintaining the competitive position of the Windsor plant in an increasingly challenging market. "We must maintain the Windsor plant as a leader," he stated.

Minister Skeete highlighted the broader implications of this investment for Quebec's economy: "By increasing productivity, it allows us to invest in our health services, in education, to have childcare services for our children, to have the means of our ambitions."

Domtar, which employs approximately 14,000 people in more than 60 facilities across North America, is a major player in the forest industry. The Windsor plant, with its two paper machines, has an uncoated fine paper production capacity of 645,000 short tons.

This initiative is part of the ESSOR program, administered by Investissement Québec, which aims to support investment projects in Quebec from the perspective of increasing competitiveness, productivity, and sustainable development.
