Fibre Excellence’s future now hinges on a single takeover proposal. Submitted by the company’s current management team, the bid will be reviewed by the Toulouse Commercial Court on June 17 as France’s last two market pulp mills remain idle following the group’s entry into judicial restructuring proceedings in late April.
The proposal, filed on June 1, would see a newly created entity acquire all of Fibre Excellence’s assets and retain its approximately 670 employees at the Saint-Gaudens and Tarascon sites. No competing bids were submitted before the court’s deadline.
A Strategic Supplier for the French Pulp Sector
Beyond the immediate impact on jobs, the outcome carries broader implications for France’s forest products industry. Fibre Excellence operates the country’s only two market pulp mills, making the company a key supplier of fibre to domestic papermakers.
Chief Executive Officer Jean-François Guillot has described the proposal as an effort to preserve a strategic industrial asset. The plan includes optimizing existing production capacity and developing higher-value products aimed at markets such as packaging and hygiene papers.
Regional Support, but Challenges Remain
The bid has received backing from regional authorities. The Occitanie regional government has committed €5 million to the financial package, while the Provence-Alpes-Côte d’Azur region has indicated its willingness to write off a €2.3 million claim to support what it considers a credible long-term recovery plan.
However, several uncertainties remain. Labour representatives have noted that the proposal is still contingent on a number of factors, including energy costs and the availability of support mechanisms considered necessary to ensure the long-term viability of the mills.
The group’s financial difficulties have been linked in part to rising wood costs and economic challenges affecting its biomass energy operations.
Court Decision Expected June 17
The future of Fibre Excellence is also being closely watched by the French forestry sector, which views the Saint-Gaudens and Tarascon mills as important outlets for regional wood suppliers. A liquidation would have consequences extending well beyond the mills themselves, affecting contractors, suppliers and local economies.
The Toulouse Commercial Court is scheduled to examine the proposal on June 17. Its decision will determine the future of one of France’s most significant pulp producers.
Fibre Excellence operates market pulp mills in Saint-Gaudens and Tarascon, France. The company primarily produces kraft pulp for the paper industry and generates renewable energy from biomass. Employing approximately 670 people, the group entered judicial restructuring proceedings in April 2026 following mounting financial pressures.
