Metsä Tissue has submitted its final planning application to the East Riding of Yorkshire Council for a proposed tissue paper mill in Goole, UK.

The project promises to boost UK tissue paper self-sufficiency and create hundreds of jobs.

The planned mill would produce 240,000 tonnes of fresh fiber-based tissue annually, representing roughly 20% of the UK’s current tissue volume. It is expected to generate over 400 jobs directly, with further economic benefits across the supply chain.

Currently, approximately 40% of tissue used in the UK and Ireland is imported. This new mill could increase domestic production, raising self-sufficiency to around 85% and reducing transportation needs.

Metsä Tissue has prioritized community engagement, holding two public consultations to gather feedback and refine the mill's design. "Our team has meticulously examined the details...and consulted public bodies," said Mika Paljakka, Metsä Tissue’s SVP UK&I. "They have delivered plans for a new state-of-the-art tissue paper mill capable of world-class local tissue paper production in the UK.”

The Goole mill falls under Metsä Tissue’s Future Mill program, utilizing cutting-edge technology for efficient operation and strong environmental performance. The company aims for fossil-free production and offerings by 2030, investing in advanced technologies across its European mills.
