AF&PA Reacts to New U.S. Tax Reform Supporting Manufacturing

The American Forest & Paper Association (AF&PA) has issued a statement in response to the signing of the One Big Beautiful Bill Act (H.R. 1), a broad tax reform package signed into law on July 4, 2025.

According to AF&PA President and CEO Heidi Brock, the legislation represents what the association describes as a significant step for American manufacturing. The group says the extension of key tax provisions could provide long-term business certainty and help stimulate investment, growth, and job creation in the pulp, paper, packaging, and tissue sectors.

“Today’s action represents a resounding victory and long-term business certainty for American manufacturers,” said Brock. “Without this certainty, new projects, new facilities and more would be hanging in the balance.”

AF&PA also stated that the legislation may support efforts to reshore manufacturing jobs and strengthen the industry’s domestic footprint.

The association indicated it would continue working with lawmakers on policies aligned with its priorities for industrial development and economic competitiveness.

The American Forest & Paper Association (AF&PA) represents U.S. manufacturers of pulp, paper, packaging, and tissue products, as well as forest product suppliers. Its members account for approximately 85% of U.S. paper and wood-based packaging production. AF&PA advocates for policies that support the industry’s economic, environmental, and social goals.
