Georgia-Pacific is moving ahead with plans to expand its tissue manufacturing capacity in the United States, launching final engineering work for new structured tissue machines and converting assets aimed at supporting long-term growth in North America.
The company is evaluating potential locations in the central and western U.S., with a focus on leveraging existing mill infrastructure to speed up execution and limit capital costs. Specific sites have not yet been announced.
Construction is expected to begin once engineering is complete and internal approvals are secured. Georgia-Pacific is targeting a startup for the first machine in late 2028, with a second line expected to follow.
The investment is intended to boost output of premium bath tissue and paper towels across both branded and private-label segments. Structured tissue technology, which improves softness and absorbency, has become a key lever for producers seeking to differentiate products and capture higher-margin demand.
The project comes amid continued investment across the North American tissue sector, where manufacturers are upgrading assets to improve efficiency and respond to shifting consumer preferences toward higher-quality products.
“These efforts reflect our continued confidence in the long-term growth of premium paper products and our commitment to invest alongside our customers to meet that demand,” said Vivek Joshi, executive vice president of Georgia-Pacific’s Consumer Products Group.
The added capacity will support brands such as Angel Soft, Quilted Northern, Sparkle and Brawny, while also strengthening the company’s position in premium private-label tissue.
Georgia-Pacific has been actively modernizing its tissue network in recent years, with investments at facilities in Naheola, Alabama; Palatka, Florida; Green Bay, Wisconsin; and Wauna, Oregon. A new machine at the Wauna site is scheduled to start up in 2026.
Georgia-Pacific is a U.S.-based manufacturer of tissue, packaging, pulp, paper and building products. The company operates an extensive network of manufacturing facilities across North America and markets consumer tissue brands including Angel Soft, Quilted Northern, Brawny and Sparkle.
