Navigator to install new tissue machine in Aveiro

International News

The Navigator Company has approved an investment of approximately €115 million to install a new tissue paper machine at its Aveiro industrial complex in Portugal.

The unit will have an annual capacity of 70,000 tonnes and is scheduled to start operations in March 2028.

The new machine will support Navigator’s UK converting operations, acquired in 2024, which currently process around 130,000 tonnes of tissue products per year but do not produce their own parent reels.

By adding reel production at Aveiro, the company aims to strengthen vertical integration in its tissue business, reduce reliance on externally purchased reels and improve operational efficiency.

The project will benefit from the site’s integrated pulp production and shared infrastructure with the existing TM1 tissue machine, enabling efficiency gains in energy use, logistics and workforce.

Navigator said the investment is part of its strategy to expand its tissue business in Europe following recent acquisitions, including Spain’s Gomà-Camps consumer tissue business in 2023 and UK-based Accrol Group Holdings in 2024.

The Navigator Company is an integrated producer of forest, pulp, paper, tissue, packaging solutions and bioenergy. The group has annual production capacity of 1.6 million tonnes of pulp and 1.6 million tonnes of paper, along with 165,000 tonnes of tissue capacity. Its products are sold in more than 117 countries, with over 90% exported.
