In a recent blog post dated March 19, 2025, Katariina Kemppainen, SVP of Group R&D at Metsä Spring, highlighted the significant impact of the ExpandFibre programme on Metsä Group’s research and development (R&D) investments.
Launched in 2020 by Metsä Group, Fortum, and Business Finland, the four-year programme aimed to accelerate the development of wood- and straw-based bioproducts. It concluded in August 2024 after creating a vibrant innovation ecosystem with over 100 partners.
A Stronger R&D Ecosystem
ExpandFibre involved 35 publicly funded projects and 108 participating organisations, including industry players, universities, research institutes, and venture capitalists. Nearly 20% of these organisations came from outside Finland, fostering international collaboration. The programme attracted over EUR 140 million in R&D investments, with Business Finland contributing EUR 70 million. The resulting research has strengthened expertise in fibre and bioproducts, with commercial products expected to emerge within 5 to 10 years.
Increased Investment and Tangible Results
Metsä Group’s R&D spending surged from EUR 24 million in 2019 to EUR 54 million by 2024, exceeding Business Finland’s targets. While this growth aligns with Metsä Group’s long-term strategy to develop new products and business models, the programme reduced the risks associated with long-term research and development.
The programme has already delivered notable outcomes, advancing the development of Kuura textile fibre and Muoto fibre-based packaging. Both projects have progressed beyond pilot and demo phases to the pre-engineering stage of a commercial mill. Additionally, new bio-based barrier paperboards and resource-efficient packaging designs are approaching market readiness.

Kemppainen emphasized that the results of ExpandFibre could lead to new jobs, increased export income for Finland, and positive environmental impacts. Metsä Group remains committed to continued investment in R&D to drive the development of innovative bioproducts, improved processes, and advanced digital solutions.
