European Paper Industry Rebounds in 2024, Faces Ongoing Challenges

The European pulp and paper sector showed resilience in 2024, with paper and board consumption increasing by 7.5% and production growing by 5.2%, according to the latest Cepi preliminary statistics report. 

This growth comes after two years of contraction, partially offsetting the 13% production decline in 2023.

Key highlights from the report include:

  1. Packaging grades drove growth, increasing 6.5% and now accounting for 63% of total paper and board production.

  2. Graphic paper demand grew 5.2%, its first expansion since 2010.

  3. Tissue paper demand rebounded with a 5.8% growth rate.

  4. Paper for Recycling utilization increased by 4.1%.

Despite these positive trends, the industry faces ongoing challenges:

  1. Energy prices remain twice as high as pre-Covid levels, impacting competitiveness.

  2. Production across EU manufacturing sectors is still 10% lower than in 2021.

  3. Geopolitical instability and potential trade wars pose risks.

Jori Ringman, Cepi Director General, emphasized the need for supportive EU policies to sustain growth and ensure competitiveness. The industry awaits upcoming EU initiatives, including the Clean Industry Deal and Bioeconomy Strategy, to address these challenges and promote further recovery.

As the sector navigates these uncertainties, its ability to adapt and innovate will be crucial for long-term success in the evolving global market.
