Graphic Packaging Confirms East Angus Closure

Graphic Packaging International has confirmed the closure of its East Angus mill in January 2026, resulting in the loss of about 120 jobs in the region. 

The decision is part of the company’s broader strategy to consolidate recycled paperboard production in newer, more efficient facilities, including its new site in Waco, Texas.

According to the termination notice sent to employees and confirmed by the company, layoffs will begin on December 22. Outgoing East Angus mayor Lyne Boulanger expressed disappointment after extensive discussions with the company and government officials, who had offered financial support to help preserve operations. Despite several attempts to maintain production, the decision to close remained unchanged.

Graphic Packaging stated it would provide outplacement and reclassification support to affected employees. The municipality plans to exercise a right of first refusal on the property to ensure proper oversight and prevent site deterioration — a precaution inspired by past industrial closures in other Quebec regions, such as Jonquière.

The closure marks the end of more than a century of industrial presence for Graphic Packaging in East Angus and raises concerns about the community’s economic future, long tied to the paperboard and packaging industry.
