Mexican Paper Manufacturer to Establish $400M Plant near Houston

Grupo Corporativo Papelera, a Mexican toilet paper manufacturer, is set to embark on a significant expansion venture in the United States.

The company has finalized the acquisition of approximately 32 acres in the East Montgomery Industrial Park in New Caney, near Houston. This strategic move will pave the way for establishing a cutting-edge tissue manufacturing and conversion facility.

Having launched its US arm, GCP Paper USA, in 2021, the company has made remarkable strides in the American market. It had secured a 235,845-square-foot building at the Interwood Distribution Center.

The decision to expand operations in the United States was spurred by the soaring demand for toilet paper during the Covid-19 pandemic. GCP Paper USA has successfully grown its customer base with products already available in major retail chains such as Walmart and H-E-B.

The estimated $400 million investment will facilitate the construction of the new manufacturing and conversion facility, marking a significant milestone in the company's expansion plan. The project is scheduled to commence within the next 18 months, subject to the successful completion of the sale.

Crucial to this expansion endeavour is an agreement with the East Montgomery County Improvement District, which is currently pending signature. This agreement outlines specific terms, including completing the project within five years and generating 200 permanent job opportunities. Incentives offered by the district include funding for infrastructure improvements and discounted real estate costs.
